Description of project

The Cook County Jail Data Link program was the first implementation of the MHISSION System. The original pilot became operational in 2002 and connected the behavioral health providers working in the Cook County Jail with the 86 community mental health centers serving the Greater Chicago area. It quickly led to a change in state policy in support of the enhanced communication between service providers. The system has grown in the ensuing years to cover significantly more of the state.

 

Veteran Jail Diversion Trauma Recovery

The JDTR program was implemented in 2012 and provided a reliable jail diversion strategy for veterans who had come to the attention of the criminal justice system.  The system served a total of 257 veterans with dramatic improvement in the quality of their lives (see slide presentation).  The functionality developed in this program has been improved upon and adopted in the current UVM SSVF program serving all of Vermont and contiguous areas in New York State and New Hampshire.

Chittendon County Project

The Chittenden Rapid Intervention Community Court is a program that is available to non-violent offenders whose crimes have been driven by untreated addiction or mental illness. The program is designed as a pre-charge system through which offenders are quickly assessed using evidence-based screening tools and offered diversion to community programming, services, and community-based accountability programs. The RICC staff work closely with the Chittenden County State’s Attorney and the Burlington Police Department to identify individuals who may benefit from a rapid intervention program, without which they may reoffend and engage in conduct that is costly both to them and to the community.

Cook County Jail DataLink

The Jail Data Link program provides a web based computer cross match between the census in county jails and open DHS cases. The program identifies individuals in our targeted mental health population that should have been involved in services with community mental health providers, but have been detained in jail.

The program also provides case managers located with community providers that provide linkage to community services from county jails, and functions as a screening tool for MH Court eligibility.
